EORI Number in Romania for Companies Run from Abroad
We prepare your company's EORI application, have it signed, send it to customs and check the number.
- Issued by the Romanian Customs Authority, not ANAF
- RO plus the CUI for a company seated in Romania
- Assigned free of charge by customs
- The number is notified by e-mail
How we handle your EORI application
RomaniaRegist prepares EORI applications for companies run from abroad: a Romanian SRL or subsidiary with foreign owners, a branch of a foreign company, or a non-EU company with no Romanian entity. From our Bucharest office we check the route, prepare the application from the company's registered data, have it signed, send it to the competent customs authority and check the number.
In Romania the Romanian Customs Authority (Autoritatea Vamală Română, AVR) registers and assigns EORI numbers, not ANAF. ANAF assigns the CUI and the VAT code, a separate step handled by our VAT registration service. We lodge no customs declarations, give no customs-duty advice and keep no books.
What's included
Administrative work only; the limits are set out under "Who does what".
Route check
We confirm the route first: a company seated in Romania, or a non-EU company that registers where it first lodges a declaration.
Application prepared in EORI-RO
We fill in the EORI-RO application from the company's registered data, with the legal name exactly as in the business register.
Documents and signature
We collect the documents the route needs and hand the printed application to the signatory, who signs it as the applicant.
Sent and followed up
We send the signed application to the competent customs authority (for a company seated in Romania, the regional customs directorate of its seat) and follow it up until the number is notified.
Number checked
Once customs notify the number, we check it on the European Commission's validation service and explain its format to you and your accountant.
VAT step and customs broker kept in step
We keep the EORI application in step with the separate VAT registration at ANAF and with the customs broker who will lodge your declarations.
Invalidation request
When the company stops customs activity or is liquidated, we prepare the request to invalidate the number.
Who needs an EORI number
The European Commission calls an EORI number mandatory for clearing any customs operation in the EU, such as import, export and transit. Who registers, and where, depends on where the company is established.
A company seated in Romania
An SRL, subsidiary or branch with its seat or a permanent business establishment here is established in the EU (Union Customs Code, art. 5(31)(b)) and registers where established (art. 9(1)), as does an existing Romanian SRL ready to trade.
A non-EU company with no Romanian entity
It registers only before a listed activity, such as a customs declaration or an entry or exit summary declaration, where it first lodges a declaration or applies for a decision (art. 9(2) Union Customs Code). No Romanian company is required.
A non-EU company with several EU establishments
It may register in any EU country where it has an establishment, and still holds one valid EORI number.
An occasional declarant
A person who is not an economic operator and only occasionally lodges customs declarations need not register, where customs consider it justified (art. 6(2) Delegated Regulation 2015/2446).
How the process works
The route for a company seated in Romania. A non-EU company has no CUI and starts at step 3.
Register the company and receive the CUI · CLIENT, US, ANAF
ANAF assigns the CUI on the data ONRC sends after registration (art. 125-126 Law 265/2022, 2022 text); the EORI is built on it. See what the CUI, CIF and NIF are in Romania.
Keep the VAT code apart · ANAF
The VAT code is a separate ANAF decision, never promised. EU law records a VAT number in the EORI data only where one has been assigned (Annex 12-01, Delegated Regulation 2015/2446).
Prepare the application in EORI-RO · US, CLIENT
We fill in the application in EORI-RO from the registered data; you confirm every field before it is printed.
Sign and send · CLIENT, US
The applicant signs the printed application, and we send it to the regional customs directorate of the area where the company has its seat.
Customs check and assign · CUSTOMS
Customs check the application against data from other institutions, assign the number and notify it by e-mail. The customs page states no processing time; we promise none.
Check the number · US
We enter the number on the Commission's EORI validation service; anyone can run the same check.
Use it · CLIENT
The number goes on declarations and applications for customs decisions, lodged by the company or its customs representative, such as a customs broker, never by RomaniaRegist.
Invalidate it when the activity ends · CLIENT, LIQUIDATOR, US
Customs invalidate the number on request or once they learn the activity stopped; the data are then kept for 10 years. When you dissolve a Romanian SRL, we prepare the request; an authorised liquidator carries out the liquidation.

Problems we solve
Five questions founders ask before the first shipment.

Is it ANAF or customs?
Customs. The Fiscal Code names the Romanian Customs Authority separately from ANAF (art. 450(1)). ANAF assigns the CUI and the VAT code; we send each application to its own authority.
How many days will it take?
The customs page gives no processing time and says that the number is notified by e-mail. We promise no date, and quote no other provider's.
Is my EORI my VAT number?
No. A Romanian company's EORI is RO plus the CUI; the VAT code also starts with RO, but it is a separate ANAF registration. We prepare each application and keep both numbers on file.
Do I need a Romanian company to import?
Not for customs: a non-EU operator registers where it first lodges a declaration. For VAT, a non-EU person liable to register in Romania does so through a fiscal representative (art. 316(7) Fiscal Code).
Do I still need a customs broker?
Yes, unless the company lodges its own declarations: the declarant, like any customs representative, must as a rule be established in the EU (art. 170(2), 18(2) Union Customs Code). RomaniaRegist is neither and lodges nothing.
Does one of these points turn on your company's own facts?
Tell us where the company is seated and what it will import or export; we set out what the sources say for it.

Frequently asked questions
Can you guarantee how many days the EORI number will take?
No. Only the customs authority controls the date, and the customs page states no processing time: it says the number is notified by e-mail after the application is checked against data from other institutions. We promise no date and carry no figure from other providers.
Do I need a Romanian VAT code before I can get an EORI number?
EU law records a VAT identification number in the EORI data only where one has been assigned, so it does not itself make a VAT code a condition. We do not state what Romanian customs require beyond that. The VAT code is a separate ANAF decision, never promised; if the company has one, it goes into the application.
My company already has an EORI in another EU country: do I need a Romanian one too?
Only one EORI number is assigned to each person, and a person holds one valid number at any time. We do not state what Romania requires of a company that already holds a number from another Member State. Look the number up on the Commission's validation service and tell us where the company is seated.
Is the EORI number issued automatically with the CUI at incorporation?
The customs authority describes an application in every case: it is filled in EORI-RO, printed, signed and sent. For a company seated in Romania the number is RO plus the CUI, so the CUI must exist first. We do not say that the number arrives by itself.
Can a non-EU company get a Romanian EORI number without setting up a Romanian SRL?
Yes where it has to register. A non-EU operator registers only before a listed activity, with the customs authorities where it first lodges a declaration or applies for a decision; no Romanian company is required. It brings its own country's registration document, plus proof of the current seat if that differs, and usually acts through an EU-established customs representative.
Can a foreign director apply remotely, or does someone have to go to a customs office?
The application is filled in online in EORI-RO, then printed, signed by the applicant and sent to the regional customs directorate of the seat. A customs representative may send it for a client under a representation contract. How a foreign signatory signs is settled with you case by case; a power of attorney is prepared by a partner Romanian lawyer.
Do I still need a customs broker once I have an EORI number?
The number identifies the company; it does not lodge declarations. Declarations are made by the company itself or by a customs representative, and the declarant, like a representative, must as a rule be established in the EU. RomaniaRegist is not a customs representative and lodges no declarations.
What does the abbreviation EORI stand for?
Economic Operators Registration and Identification number. It is an identification number, unique in the EU customs territory, that a customs authority assigns to register a person for customs purposes. The European Commission calls it mandatory for clearing customs operations such as import, export and transit.
Does Romania have an EORI number?
Yes. Romania registers and assigns EORI numbers itself, through the Romanian Customs Authority (Autoritatea Vamală Română). A company seated in Romania has a number made of RO plus its CUI; a company seated in a third country has RO, the ISO code of that country and its home identification number.
How to register for EORI in Romania, and who issues it: ANAF or the Romanian Customs Authority?
The Romanian Customs Authority issues it, not ANAF. The company fills in the EORI-RO application, prints and signs it, and sends it to the regional customs directorate of the area where it has its seat. ANAF assigns the CUI and the VAT code, which are separate registrations.
How do I update my EORI number?
The sources we read cover applying for and invalidating a number, not updating its data, so we state no procedure. A number has no expiry date, and customs invalidate it at the holder's request or when they learn the activities stopped. For questions on changes, the customs.ro EORI page lists an EORI help-desk.
What does a Romanian EORI number look like?
The EU format is a two-letter country code followed by an identifier of up to 15 alphanumeric characters. For a company seated in Romania it is RO plus the CUI. The VAT code also starts with RO, but it is a separate registration, issued by ANAF.
How do I check that an EORI number is valid?
Enter the number on the European Commission's EORI validation service and click Validate; anyone can check a number there. The check needs only the number itself, for a Romanian company RO plus its CUI. We run it for the client once customs notify the number.
Does an EORI number expire, and what happens to it when the company is liquidated?
EORI numbers do not have an expiration date. Customs invalidate a number at the holder's request, or when they learn the holder has stopped the activities that need registration; they record the date and notify the holder. The data are then kept for 10 years, so the request belongs in the closing file.
Is the EORI number the same as the VAT number?
No. The EORI number is issued by customs and identifies a person for customs purposes; the VAT code is issued by ANAF in a separate registration. For a Romanian company the EORI is RO plus the CUI, while the VAT code also carries the RO prefix. EU law records a VAT number only where one is assigned.
