Our Team

Andrei Stoica, Alexandra Neagu and Victor Georgescu work from our Bucharest office at Calea Victoriei 125, preparing and filing your registrations and applications.

Who prepares and files your company file

These three people prepare your file and make the filings. A partner Romanian lawyer drafts any bespoke deed.

Andrei Stoica

Registration and corporate filings lead. Twelve years in practice. Bucharest.

Andrei Stoica leads registration and corporate filings at RomaniaRegist. For twelve years he has prepared and filed Romanian company registrations for founders who live abroad: the name check, the forms the founders sign, the proof of registered office, the beneficial-owner declaration and the filing with the Trade Register, through to the registration certificate. He also files the later changes, share transfers and closures, working alongside the partner lawyer who drafts the deeds. He studied at Alexandru Ioan Cuza University in Iași and works in Romanian, English and French.

Languages: Romanian (native), English and French.

Covers: registration by power of attorney of an SRL (societate cu răspundere limitată, limited liability company), an SA (societate pe acțiuni, joint-stock company), a branch or a subsidiary; later changes, share transfers and closures; the registered-office address; and ready-made companies.

What Andrei does not do: Andrei is not a lawyer (avocat), a notary, an accountant or a liquidator, and does not act as an administrator or shareholder for a client.

Alexandra Neagu

VAT, customs and tax compliance lead. Eleven years in practice. Bucharest.

Alexandra Neagu leads VAT, customs and tax-compliance filings at RomaniaRegist. Over eleven years she has prepared the VAT registration files of new Romanian companies with foreign owners, filed them with ANAF (Agenția Națională de Administrare Fiscală, the National Tax Administration Agency) under the client's power of attorney, and obtained the EORI number from the customs authority for companies that import or export.

She keeps a new company's filing calendar in step with the client's own accountant and explains what the Fiscal Code requires of it. She studied at the Bucharest University of Economic Studies and works in Romanian, English and Spanish.

Languages: Romanian (native), English and Spanish.

Covers: VAT registration; EORI registration (the number that identifies a company to customs); VAT numbers, rates and refunds; tax identifiers; holding companies; and what the corporate, micro-enterprise and dividend tax rules require of a company. She also explains what SPV (Spațiul Privat Virtual, ANAF's private online space) and RO e-Factura require of a new company and its accountant.

What Alexandra does not do: Alexandra is not a tax consultant (consultant fiscal), an accountant (expert contabil) or an auditor. She does not represent clients before ANAF or set up SPV access, and she cannot guarantee a VAT code, an EORI decision or any tax outcome.

Victor Georgescu

Licensing and founder immigration lead. Nine years in practice. Bucharest.

Victor Georgescu leads licensing and founder immigration at RomaniaRegist. For nine years he has coordinated regulated-sector and immigration files: the authorisation file a client and its lawyers prepare for the financial supervisor or the central bank, the trade-mark file run with a partner industrial-property attorney, and the long-stay visa and residence-permit files of founders who move to Romania to run their company. He studied at the West University of Timișoara and works in Romanian, English and German.

Languages: Romanian (native), English and German.

Covers: the authorisation files that clients prepare with their own lawyers for crypto-asset service providers, payment institutions and e-money institutions, and the company side of them; trade-mark files with a partner industrial-property attorney; which sector licence an activity needs; and the long-stay visa and residence-permit files of founders.

What Victor does not do: Victor holds no authorisation of his own, is not an industrial-property attorney (consilier în proprietate industrială) or an immigration officer, and cannot guarantee a visa, a permit or a licence.

What the team never does

RomaniaRegist prepares and files. The work below belongs to other professions or to the authorities, and the team neither does it nor promises it.

  • No legal advice and no bespoke deeds. A partner Romanian lawyer prepares those.
  • No representation before ANAF and no tax opinions. A tax consultant, a lawyer or your own accountant handles those.
  • No bookkeeping, payroll, tax returns or audit.
  • No acting as your administrator or shareholder.
  • No liquidator's work. A liquidator must be authorised (art. 253(1) Law 31/1990), and none of us is one.
  • No opinion on whether a trade mark can be registered. A partner industrial-property attorney gives it.
  • No guarantee of a VAT code or an EORI number. ANAF and the customs authority decide.
  • No guarantee of a bank account, a licence, a visa or a residence permit. The bank or the authority decides.
